Blight Committee approves conditional fine reduction for Windsor Street

CT ENFIELD — Enfield Blight Committee approves conditional lien reduction for Windsor Street property. The committee voted unanimously to reduce $66,699 in property maintenance fines to $1,000 if property owner Timothy Collins and prospective buyer Stephen Kane complete required repairs — removing trash, replacing missing siding, and removing a boat from the driveway — by August 6, 2026. Deputy Mayor John Santanella and committee members Jennifer Bruyette, Jennifer Bakowski, and Jim Byrne unanimously approved the conditional reduction.
The committee will recommend the fine reduction to Town Council if the deadline is met, clearing a major obstacle to the property's sale and remediation.
