Enfield Blight Committee reduces Windsor Street fines, clears foreclosure

CT ENFIELD — Enfield Blight Review Committee reduces Windsor Street fines to $1,000 from $66,699. The committee voted unanimously to recommend the reduction to Town Council for the property owned by Timothy Collins and facing purchase by Stephen Kane after confirming that all requested repairs, including siding, fencing, and debris removal, were completed within the allowed timeframe. Payment at closing by October 1, 2026 will release property liens and withdraw the foreclosure.

In related action, the committee voted unanimously to instruct staff to finalize a Property Maintenance Inspector job description with Human Resources for Town Council approval.
