CT ENFIELD — Enfield Zoning Board rejects basement variance for Oliver Road home. The board voted 4 to 1 to deny applicant Reinhard von Hollander's request for relief from cellar and foundation requirements, citing his failure to address design changes with the Planning Department before construction began. Soil scientist Jim Sakonchick testified that a high water table at or near the surface made basement excavation impractical.
Chair Andrew Urbanowicz and Commissioners Mary Ann Turner, Charles Mastroberti, and Richard Stroiney voted against the variance; Commissioner James Byrne voted in favor. Three residents spoke against the request, including Michael Menard and Norman Gagnon, who also raised safety concerns about a curb cut on Oliver Road.
