Inland Wetlands upholds cease-and-desist on Post Office Road excavation

CT ENFIELD — Inland Wetlands upholds cease-and-desist on Post Office Road water line work. The agency voted 8-0 on February 17 to uphold a cease-and-desist order against Heron Homes, LLC, for unpermitted excavation begun on Post Office Road in February after a December 2025 permit had expired. Zoning Enforcement Officer Ricardo Rachele reported that the contractor, Reinhard von Hollander, began extending water service to 92 Post Office Road without erosion controls or an approved wetlands permit; controls have since been installed and an application submitted after the fact.
The agency also voted unanimously to approve a settlement in a prior enforcement case against Joseph C. Liquore and Liquore Sand and Gravel, LLC.
