Town Council approves credit enhancement waiver for Elm Street development.

CT ENFIELD — Enfield Town Council voted to extend a 20-year tax credit for the Elm Street Square development project. The Council voted 8-3 to extend a 20-year credit enhancement agreement to The Shops at Elm Street Square LLC, directing approximately $2.3 million in tax revenue toward required state road improvements. Councilors Carol Hall, Marie Pyznar, and Lori Unghire opposed.

The improvements include dedicated left-turn lanes at Palomba Drive and Elm Street; Connecticut DOT declined to fund them, making them a project condition. Estimated cost is $2.4 million to $2.5 million. Town Manager Matthew Coppler said the 20-year structure yields $700,000 more revenue than an alternative tax abatement.
