Inland Wetlands & Watercourses Agency · Meeting of October 20, 2026

CT ENFIELD — The Inland Wetlands & Watercourses Agency approved a mulching operation permit and exempted a barn demolition. Property owner Joseph W. Raschi's 9.68-acre operation at 130 Shaker Road, Map 81, Lot 10, received a 7-0 approval with conditions for a two-foot high woodchip berm along the Upland Review Area and centralized snow piles.

Chair Donna Corbin Sobinski's agency also unanimously determined Owen Jarmoc's barn demolition at 67 Fletcher Road requires no permit, finding the project by-right. In enforcement matters, the agency reported progress at 504 Hazard Avenue where owner Zachary Mahon removed stored materials and converted the facility to office use.
